wet looking feathers

I wonder if anyone can help, we have a beautiful baby albino budgie who around the eye area has what looks like wet feathers as if the eyes are weeping.we used a plume spray on him/her called johnsons plume spray before it had this so we do not know if it is this can anyone oplease help.

I would discontinue using the Johnson's plume spray and shower or bath your bird. Don't use the product for one month. If the condition doesn't improve within a few days, I would assume there is something else going on with your bird and suggest a trip to the vet.
