I'm all about the Cockatiel on this one. If she gets a hand raised cockatiel, she can clip it's baby wings, work on teaching the dogs to stay at a respectful distance from it, and develop a strong relationship. When the adult wings grow in, she can let them stay, that way the tiel can fly and remain safe from the dogs, but will remain bonded to her.
In my experience with flying budgies, once they are allowed to fly free, they tend to get more high strung, and less desirous of contact, not that they are generally terribly cuddly anyhow. The tiels I've allowed to fly once they've become family have remained cuddly and sweet.
