UV Light Placement

In my readings on the distance a UV light should be placed from the cage varies from article to article. I have 6x Tiels and I would like to know what is the proper distance to hang the light over the cage. Off course keeping the safety of my bird in mind. I also forgot to mention that I will be using bulbs instead of florescent .
In my reading, some suggest the distance of 12” from the cage. But, if my cage is 16” high and if I hang the light fixture 12”above the cage isn’t that 28” from the bottom of the cage. Will the bird get the sufficient UV if they stay on the bottom of the cage? I know that this sound like a petty question, but I don’t won’t to burn or hurt my Tiels.

The bird needs to be not more than two feet from the source to get the maximum benefit of the bulb.
