just to be sure...puffing up

My parrotlet Pedro has always done this, but suddenly I just have an urge to be sure....I know it is not a good sign if your bird is puffed up all the time, but it is normal when they are getting sleepy or just taking a little break once in a while right? Pedro has a perch that he always likes to go and puff his feathers up on when he's resting, but as soon as someone comes to get him to play, he jumps right off and livens right up! This is normal right?

Many birds may puff themselves up when they are tired and want to rest, and as long as his behavoir has not changed, and his droppings look normal, then I'm sure he is probably fine!
