Question Sick Ringneck Dove?

My daughter sent this to me and wanted first of to know what was wrong with it and secondly what kind of bird it was. The picture came to me titled Ringneck so I am thinking it is a ringneck (Duh!) But as to what is wrong with it I have no idea.
Where she got it from I don't know, nor do I think does she as she too cruises the net a lot and sends me stuff.

I don't think that's a ringneck, it's the wrong shape. I think what's *wrong* with it is that it's very young and just starting to grow feathers, right?

that's a dove for sure... looks like one of the doves they use in weddings....

looks full grown to me, so my guess is beak and feather disease....
