I have a female cockatiel named angel (laid eggs so I am sure) and she does the wolf whistle too.
I think for her it is a 'contact' call and not a song whistle like it is for the boys.

Either you have a male in disguise, or you have a female to prove that indeed females can indeed whistle too, and just as good as the guys!
Birds can learn to talk at different ages, from before they are weaned till well after they are 15 years old (in some of the medium to larger birds), but of course I'm sure that you know that not all birds will talk!
