As far as the homeschooling, well it is expensive! Though as far as I'm concerned, I had to homeschool myself. Anyway....
As far as the doves, they probably should not be fed parrot formula. As babies, you should NEVER give a young one water because it could aspirate them (i.e. they could drown). The formula also needs to be at a certain temperature because if it is too cold it could become hard inside the birds crop. Simply testing it with your finger will not guarantee its hot enough, or cool enough, and it's not even a good idea to heat it up in a microwave since this could create hot spots in the formula (glad to know atleast that you haven't lost a chick!).
