Question 2nd moult at this time of year?

Is anyone else's bird going through a second moult at this time of year? My plet never went through a second molt (not that I noticed anyways) but my tiel is losing feathers like crazy all the sudden. I thought he was done moulting last month. Is this normal? Thanks!

I've got a few birds that are molting... not much, mainly flight and tail feathers, though the budgies always are loosing the fluffy little feathers... there's never a time here when there are NO feathers on the ground... go figure, all the budgies feathers are on the floor of the room, and none in the cage!
