Prerequisites to adopt a bird?

The we get the pet back clause has lost in court many times if the addopter payed an adoption fee. Some judges ruled they paid for the pet therfore it is theirs. And the rescue with ellen is getting death threats.
We have a few "Rescues' that take in birds and sell/breed them. Some rescues will also lie and cheat to get what they want , so its not just the adoptor.
I went to a rescue to volunteer and they made people volunteer for 6 mts. to even be considered for adoption. I did not want to adopt , I just wanted to help out. I never went back since all we did was clean their house for them and listen to how they should not have a job, they should just get paid for running their rescue.

Degeneres had the dog for one stinking month before giving it away! I certainly wouldn't label her as someone who KNOWS they're doing right by the animal! I don't blame the rescue for taking the dog back. Degeneres was totally irresponsible. I've heard, however, that the dog has been placed in a "suitable" home. We can only hope. Meanwhile the rescue has been receiving death threats. What is this world coming to?
