Out of Cockatiels, Budgies, and Lovebirds, I'd have to say the lovebirds (specifically peachface) tend to be the most cuddliest.... As lovebirds love to seek hiding places and enjoy cuddling up in tight spaces.
After that, well I'd have to say cockatiels, because most budgies are not worked with enough for them to be hand tame, cuddly, and sweet, where-as cockatiels are more known as 'pets' so generally get more attention than a budgie would...

I would have to say the Solomon Island Eclectus (or at least my crybaby is lol), but since I have never owned a cockatiel, love bird, budgies, or parakeets, I can not give an opinion on that one.

Cockatoos of almost any stripe--at least before they hit sexual maturity--get my vote.
Then Bob :-). Then BH Pionuses (? Pioni ? LOL!). Cockatiels next after that.
