Good luck, I really hope you are allowed to adopt him - I can certainly see why you and your family would get attached.
I don't have any experience to really comment on the feathers but am sure that someone qualified to do so will soon.

He's certainly gorgeous!!! Have you given him a bath??? Sometimes bathing helps flatten feathers out in the right direction.

He's gorge. Could just be where he's been rubbing. You should see state of meg when she's been rubbing her pin feathers out.
Hope you get to keep him then you can get him health checked and more love :) It's great when they start playing with toys. Merlins only just started using her sisal perch \o/
