Help choosing the Right FS Bulb

Hi Everyone. I have read some of the previous discussions on Full Spectrum Lighting and agree that it is Better for our Birds. There seems to be a lot of support for the Philips TL950 Bulbs. I have already purchased the electronic ballast fixtures but got confused when I went to order the bulbs. Alanta Lighting has two versions of that bulb with the same ratings.

Which one is the most recommended? The one with no minimum order is attractive for that reason but is the other healthier for Birds?
I just want to get it right.
