If the bird is between 4-6 months, then he/she will still be slightly small, may look like the mother bird (depending on mutation and sex) and may start a molt... You could have asked to see if the bird had any papers that came with him though this usually holds true for larger birds... Some birds have leg bands, though most cockatiels that I've seen don't... Leg bands sometimes tell information on the bird/breeder.
