Am I handfeeding/Raising correctly?? They are dry !!

i Im a new member, and new too this hand feeding caper. Im learning a lot from all of this, and was hoping to throw in a question if i may?
I have a two 4 week old baby blue indian ringnecks ( 4 weeks and 2 days old) that I have been hand feeding(with help from the missus). Both birds are really dry and thin. Im feeding them between 5-8 mls per feed, 4 times a day. (consistency of pancake batter). I have rad elsewhere they should be moist and fat! but they arent. They wont eat anymore than this as well. Thay are also getting pin feathers now.
Does all this sound ok, or am i making a mistake somewhere.
Hope you can help,
Whiteline..

If I were you I would contact your avian vet and get the babies checked out..Things do notsound right with the babies. Are you feeding the formula at the right temp about 105 degrees...measured with a candy thermometer...if it is and hotter it will burn their crops, if colder, they can not assimilate the calories.

You really need to get them some help NOW!

If you can not or won't get them to a vet, at least take them back to the breeder where you purchased them and have them finish hand feeding, they are not going to survive if they don't get help. di
