Once you get a budgie, you might want to have various perches, maybe even a rope perch, and some natural perches. Putting the perches at different heights gives the birds something of interest.
Do you have a photo of the cage??? Or can find one? What is the cage size??? Be sure to also get toys for your little budgie! If you would like the budgie to tame down and be with you do not buy a mirror.

Perch
Maybe the one perch that falls needs to go the short way across. I always like to give my birds different directions with perches - at least one across by the food dishes, and then one going in the other direction a little higher just for variation. I also try to get perches of different textures and sizes so there is exercise for the feet.

The cage does sound ok for one bird, though if you have various types of perches inside (NOT including sandpaper perches, perches such as natural, rope, plastic....), with a minimum of 3-5 toys, plus the food dishes, that cage probably will be pretty small... Do you plan on taking the budgie out frequently during the day (with clipped wings) so he/she can receive excercise and will not feel cramped up??? If you don't plan on letting your budgie out for more than 4 hours a day then I suggest you look into getting a larger cage when you can afford another one.
As far as cages go, you'll want to look for one that the budgie could easily fly around in with perches and toys inside, one built for the bird, and NOT for you (so I suggest no small round cages, no small cages that look like houses, etc). A simple square or rectangular cage would do fine, one preferrably around 2' square. Having natural perches you can vary the length of them (well, atleast make them shorter if need be, and they provide great excercise for the feet), and rope perches you can put just about anywhere in the cage just about any way that you want to! If the perch that you are trying to make fit isn't quite fitting, try putting it in the corner instead. Anyway, once you receive your little budgie, good luck with him/her!!!

I agree with Monica about natural perches. They are more comforatble and healthier for the birds.
