its kinda blurry to really tell...try to get another pic,,,,but it looks like normal wear and tear. A beak is like your fingernail. Made up of lots of layers. They get air between the layers, and it shales, or peels.
this is normal. the beak, like our nails, grows constantly.

make sure he's got plenty of toys he can destroy...I don't believe cuttlebone is a necessity for Sun conures, you'll need to talk to somebody who has them..
soft wood toys as well as grooming perches will help your baby keep his beak in tip top condition..and keep it from becoming overgrown |

Yeah, I dont have any "Grooming" Perches in there yet...I need to go buy him one of those and he does have PLENTY of toys to chew up lol!! His favorite is a Balsa(soft) Wood Toy! lol...Its almost gone now...where he has chewed it up so much!!

When my guys beaks get to looking peely, I sometime will take just a little tiny drop of vegetable oil and rub it into their beaks. Makes them look pretty and shiny, anyway. It won't help the peeling, but it does make them look nice for a while. I think it probably moisturizes them a little bit, too.
