I want to reiterate the travel carrier advice for evacuations. Our Scarlett spent a total of 5 full days (thankfully not in a row) in a carrier for Katrina. Two for the evacuation, one to return home, one to leave again for a month, and one to come back again. She was NOT a happy camper and started mutilating her feathers immediately!! My beautiful bird looks like a plucked vulture, though we've gotten her to improve greatly. Now, she LOVES car rides because we've made her.
Second, my 2 cents, is to evaluate what STAGE OF LIFE your potential fid is in, and how that will affect you. If you're new to the bird world, having a baby bird is fun and exciting, but can you honestly get a parrot through it's hormonal puberty year without losing your cuddle bug? It isn't hard, but if you're afraid of being bitten and will just lock them up the first time you get a nip, consider an older bird. There are so many birds out there that are NOT babies (usually around 3 or 4 when they're given up, so you'll have PLENTY of bird time left!!) who need loving just as badly as a new baby. Oh, one other thing, never forget SHOWERS AND BATHS!!! Provide a big water bowl (for smaller birds like conures and tiels) and get a shower perch for the bigger guys and take them with you. Or mist them a few times a week. It helps keep their skin healthy, prevents plucking, and will keep dust down!

Ok i only had a one cent here is my 2 cent....DON'T BUY A BIRD/ANIMAL FOR A GIFT!!!!! If it is for someone in your family or someone really close and you know they have researched it and was definately going to get one then maybe but pretty much NO!!! Most end up in rescues as unwanted gifts, please do not give animals as gifts.
