Any Aussies Know ...

My dad is interested in getting a breeding pair of major mitchells but that would cost 12 grand around here. I know cockatoos are less expensive down there for a ovious reason, how much would a breeding pair cost? Then we just gotta figure out the shipping and additonal fees.

... You can't ship birds INTO the U.S. for legal reasons... but its for the birds safety anyways :)

It is illegal to export parrots out of Australia (except for maybe pets). Birds can be imported into the USA ONLY if you have special permits (say, your a zoo or have permits that allow you to bring in wild animals, which may be what Hugh Hefner did for his animal collection? Wouldn't know), or the birds you are shipping in are pets and you can verify that they are your pets and have been vet checked and given a clean bill of health, plus given any vaccinations needed.

Now I don't really know about Canada but I would assume that they have similar laws in place.

Mitchels are under a grand here. I'm thinking your dad should spend the extra $$$ to help reduce any stress put on the birds by shipping. If you're wanting to save money, why are you buying cockatoos!? I don't think it's possible either, we have very strict laws when it comes to protecting our wildlife.
Here's a little bit of info for your dad. MAJOR MITCHELL COCKATOOS - Cockatoos Of Australia - Pet Birds, Exotic Birds

Oh yes, THOSE are horribly expensive. Thank goodness I've only an interest in Australian natives, I'd be weeping. That said, I am somewhat disgruntled we're not allowed parrotlets.
Guess I'll just have to settle with some variety of small lorikeet/budgie/cockatiel if I ever get a craving for tiny birds. Or give in and get a lovebird. Then call it 'Immigrant'... lol
