Hmm..

I'd love to be more helpful than this but... why not keep the house bird-safe? I understand this might not be possible if you have people coming in and out at all hours.

Some birds are more aerodynamic than others.

Just because they are flighted doesnt mean they will get out if you take proper precautions.

I personally think flying is great exercise and good for their mental stimulation. I think they enjoy it and its a great way for a hyper bird to burn off some energy.

Here is an old post that I wrote on precautions:
"show your birds the windows and mirrors around the house

these are also amazingly helpful
Stop Birds Flying Into Windows, Yard & Garden at old-fashioned-values.com

window clings are also cheaper and work just as well, plus make a nice decoration during the seasons until your bird learns where the windows and mirrors are

never lets your bird out with the ceiling fans on, have a no open door/window policy when your bird is out so dont have people coming in and out of your house (better safe than sorry).

bird proof your home, think what can a flying bird get into, maybe dont give your bird the run of the whole house, mine only has access to his room, the hall, the family room, and the kitchen.

use common sense, put your bird away when you are using the kitchen...
avoid those lamps that get really hot, if your bird landed on one it wouldnt be pretty, if your bird is good at oppening its cage put locks on

train your bird a reliable come (i use pine nuts as a reward) in case of an emergency, only take your bird outside using a harness or travel carrier,

give them a designated spot to relax outside of the cage where they can play, hang a boing from the ceiling ect. my boy likes to sit on top of the fridge with his toys

make sure there are no bodies of water they can drown in, ex. water in the sink, open toilets, bath water, ect.

if you dont have the time/energy to supervise your bird put them in their cage for their safety"

Talking

Take another 1/2" off of those clipped feathers, I have clipped many a bird and when I first started I would just clip a little off and then check the bird if he gets lift, then I clip him a little more till he gets to a point where he glides down in a still air environment, My Stimpy is getting clipped this weekend and I will try and take some picks but he is really squirmy.........LMB

PS: always check and make sure he doesn't have any blood feathers before you clip him

Small birds are known for being able to fly even with clipped feathers - so clipping is NEVER a guarantee that they will never escape and fly away because the slightest wind gust will aid in their flight ability. The responsibility falls onto you to make the house safe for flight.

Too drastic of a wing clip can be dangerous because the bird can be at risk for falling and injuring the beak or keel bone.

My Sydney, A CAG, flyes quiet well with a wing clip. the vet calls him"a buff boy!"
My next suggestion is to be very careful and to make sure he does not go outside with out a harness, and also you are aware and precations taken with open windows and doors.
