Any one know any training techniques for teaching a timid cockatiel to step up.

ic tried dried fruit and regular fruit but he wont eat that, im trying to get him used to it. when i hold the food on the bottom he just gets excited and wants me to give it to him. i give him the food by hand and he takes it with contentment but if i move it further bac he stretches to reach it. and if its out of reach he jsut gives up, he wont come down to me. whats strang is i got a budgie 3 days ago and i have here steping up becuase she will climb over things and across thing to get to the food. idk y he wont do it. and thank you so much for all the help.
