If he runs from you when you put your hand in the cage then he's not ready yet. If he doesn't run from you but just doesn't step up then the best way is to just take your finger and gently push on the front of his legs and say "step up". He should instinctively step onto your finger and when he does, give him a treat. Don't try and take him out of the cage right away when he does it though. Here is a site that might be able to help.

Sounds like there isn't a lot of trust yet. Get him get used to your hand. Sit by his cage with it open and just lay your nad in there. Of course this will take some thime, but that is how I got my tiel used to my hand. Then work from there. You first need to gain her trust sounds like it.

then you need to train away from his cage and use a treat he loves to eat.

have you tried to train him with a dowel rod? That is a great way for them to learn. Also do you know something that he would do just about anything for (food wise)?

wow I have given you all the things that work for me. Let me think more....
when you r ahnd is just sitting on the bottom, will he walk up to it (with 1 seed in hand) and step on your hand? Just to get the seed? If that is the case then you could work on it that way. When he does touch your hand with his foot lots of verbal praise and a treat. Keep doingthat an dhe should get the idea.
Have you tried tiny pieces of dried fruit?
