deaf Indian ringneck

i have just been given a baby indian ringneck and me and the lady who rasied think he is deaf. he does not respond to noises and to other birds nor does he make any noise himself. i have never heard of a bird being a deaf/mute. we have started using signs and touching to teach him, like touching his chest to step up and he seems to respond well to that. has anybody ever heard of a deaf/mute bird or have any advice?

I don't see why they can't be. I've had 2 deaf cats before and a deaf dog.
