nail trouble

My grey somehow managed to rip his toenail off last night. There was not excessive bleeding but now that the nail is gone, all that is left is a red stump at the end of his toe. My question is- what is this and can I do at home care for it? Is it part of the toe or part of the inside of the nail? My main concerns are infection and knowing what this is left on the toe end. Called the vet who is not a specialist with parrots and he saw no emergency, but I hate to take him if I dont have to as he was a rescue from abuse and does not like care rides or strangers- this will trigger that wonderful plucking again. Please help.
