Lets catch up on California law shall we?

aka, the owner of the dog is completely reliable, we dont have a first bite pass here. Of course, the law does not include law enforcement dogs in the line of duty.

I dont know how that applies to parrots though (Im too tired and am not going to go dig, someone else can if they wish)

Its better to be safe than sorry anyway. Someone could hurt your birds in retaliation and everything else.

I've never had a problem with people trying to pet my birds. They have always asked me first if they can pet them/hold them. Of course all my birds will run if someone tries to pick them up anyway. They will go to people if I put them on their hand though or if I tell them to step up on the person's hand. I do have to say if someone came and took them and walked off we would have a HUGE problem!!!
I think the problem is that if people don't know anything about birds they don't think they can bite as hard as they do so they don't think anything about trying to touch them, unlike a dog where they know they could get hurt.
I know I won't hold other people's birds unless they tell me it's ok and then I won't pet them until they say that is ok as well.

Well they only way I know that (what I said), is because it happened to one of my friends recently during this past summer he was the owner of the dog in the situation and he won the case so IDK. I must say though, I am no law expert, so you are probably right.
