I was looking on the Humane Society website last night like I do every so often to see what birds they have. They have the usual assortment of parakeets, doves and tiels and this time they also have a sun conure on there.
I was looking at the tiels and they have a 12 year old female who has not one feather on her head. NONE! I went there today to look at her cuz I felt so bad for her and she is sooooo sweet but it doesn't look like any of her feathers are ever going to grow back. I was seriously going to get her and pay the $75 adoption fee, which IMO is a bit too much but they wouldn't let me take her unless I pay another $75 for her mate since they are bonded. I get that and everything but seeing as how he is plucking out all of her feathers they shouldn't be together anyway. I even asked them why she didn't have any feathers on her head and they even told me that he plucked them out yet they still have them in the same cage together, even though there was an empty cage right next to them. I tried to explain to them (very nicely ) that they need to be seperated so he can't pluck her anymore and they said "It shouldn't be a problem since her feathers won't grow back anyway". I asked her how she would like it if someone pulled out all her hair one hair at a time. I was mad at this point and he plucked a couple feathers from her back while we were standing there talking!!I understand that they don't really know that much about birds but it doesn't take a genius to figure out that they shouldn't be together. Not only that but I thought the point was to protect animals. I would get them both but I don't have room for 2 more right now and I can't afford the $150 they want for the pair Here's a link to the poor thing. Adoptable Animal Details

The poor girl! She will be in pain from it. I had to take in an rear a baby teil (who we called Baldy lol) due to parents plucking all feathers out from head.
Her head was REALLY sore and inflamed. Baldy was perscribed anti inflamitory cream to put on her head and feather up added to her formula. She did grow them back at her first moult.

That's awful! My tiels (two of them, the males) are from the SPCA> they are so used to dealing with cats and dogs, you could tell they knew nothing about these cockatiels, poor things, scared to death from all the barking and meowing going on around them.
I hope you can bring them home.

Wow I am speechless. I can honestly say that I have never seen that severe of a case of plucking on a parrot's head!!! These people, who obviously know nothing about birds, should have listened to you. You definitely know what you are talking about!
