Well, I've been keeping an eye on him since i've gotten him, and he doesn't chew on his feathers or pluck at all. The only thing I have noticed that he does is grind his beak, but i've read that's normal.

In the pictures his wings are a little wet on the bottom, an it makes the feathers look more rustled/chewed up looking than they do. It looks like they just clipped a bunch of random places. Like, in the middle of his wings, the feathers are clipped really short.

Looks like dull sissors, or didn't get the whole feather at the ends. But as others said they will molt out and he will grow new ones in place of them.

Aww poor little one. Looks like some of the really super bad haircuts I've had. I'd just be careful the cut ragged ends don't irritate your baby. By the way, he's just precious!
