i know the ends can sometimes scratch the skin if they're cut just so |

Poor baby! That looks horrible! It looks to me like the ones that have grown back have gotten beaten up, since they don't have feathers on either side to protect them.
That's definitely a hack job!

Yep, they'll grow back. Just be careful of any blood feathers that grow in so he doesn't break them.

When a feather is growing in there is blood in the shaft of it - if broken or cut, it will bleed. If that happens, you should pack it with cornstarch to stop the bleeding. In extreme cases you might have to pull it out with forceps (but cornstarch should be tried first).
Have an experienced person show you how to clip his wings correctly - they'll be able to show you what a blood feather looks like. You'll be able to see the blood in the shaft of the feather.

When we got Paradise our hans macaw the prior human parents took her to petsmart for a wing clip and they pretty much just cut straight across her back, she didnt need to spread her wings for it to be known she got a "hack job" all you had to do was look at the back of her. She has been with us for just over a year now and her feathers are just now starting to look like they should so It takes a long time for them to go back out like they should.
They will it just takes time. Your poor baby, we know exactly how you feel.
