Ok when I first read this I thought it said IS going to take the bird to the vet.

Yes, it is against the law to not take an animal to the vet that needs to go. If money is tight I would try and see if there is a way that I can do a payment plan with the vet. Explain to them that the little guy might have a broken leg and needs help. Another option is you could call a local rescue and see if you surrender the bird to them if they will be able to provide him the medical care he needs and then find him a good home.

There are more and more vets who offer payment plans or even have you work for them to pay off the bill. There are so many options, but please don't let the bird sit there with a broken leg. Wishing you the best and good luck :)

Yes, it is illegal to withhold treatment from a suffering animal.
Your local chapter of the humane society could help. They have Dr's there and if you sign over the bird, he will get the help he needs.
Just like on animal planet's show, animal cops.

Or you can call around to some vets to drop him off if they will treat him, you give it to him.

It definitly needs help.

all I'm going to say is, you probably shouldn't be breeding birds without a vet who can answer questions and care for your sick birds when they need it.
