I dont know about quaker breeding behavior but I do know it is illegal in some states. Apparently not in FL. I just found out todday the wings MUST be kept clipped in my state,lol.
Check the water situation. I have seen birds act like this when they were lacking water (the eyes half closed is the clue). Like if a water bottle isnt working properly or if they are refusing to drink out of a specific dish for whatever reason

When my quaker was housed with his sister (we think sister) before we got him, he did that alot. Since we've had him he's pretty much stopped. He's only 4 months and I don't breed Quakers so I couldn't tell you normal breeding behavior.

ok guys i talked to a friend that is a quaker breeder the show he is putting on is just that ,it is his mating dance his showing off for his girl . And it's the male doing this not the female. Knowing that everything is alright I now enjoy watching the male he puts on such a display
