AI is done in budgies, as far as I understand, for some of the rarer mutations... or at least someone mentioned breeders have already done it with budgies... Which means it's possible in all species of parrots.
However, would I recommend it to a lone hen? No. What if she doesn't lay "just one" egg? What if she lays more? What if she abandons it? What if she doesn't know how to raise the chick? What if, after having a chick, or several, she wants more? Can you handraise if need be? Do you plan on keeping the chick? If you decide to keep the chick, what if it turns out to be a male? Then you could end up with inbreeding. There's a lot of "what if's" and if you aren't prepaired for them, best not take the chance.
