You need to call animal control and tell them she is a hoarder. You can also call the city and report her as an animal hoarder.

You can't just say "this lady's cat is having kittens come get them" because that happens all the time. Many places have laws against animal hoarding and illegal breeding operations. You may have to call lots of people, call animal control at the nearest big city and see what they have to say.
