Smile Need some advice on a quaker with a splayed leg

A couple of days ago I adopted a 9 week old quaker parrot with a splayed leg. I've found a few things to help him get around but was looking for more information. I'm getting a new cage today for him that has almost double the floor room than what he has now. I'm going to use some ladders and rope perches for his perches.
I'm trying to come up with a way to make some ramps for him to walk up too.
Will he be able to eventually sit on my finger? I was thinking I'd work on getting him to sit on my palm.
He's still on 2 feedings a day one in the morning and 1 before bed - he seems to like me letting him eat it from a spoon than a syringe so I've been doing that.
I am so falling in love with this baby!
