Feet
Check out the bottom of his feet and look for cuts, cracks, red spots, if you see anything rub some neosporin on them 2 or 3 times a day and change out whatever he is standing on to make sure that isn't the problem sometimes the pressure of standing can cause problems just like in humans.(his feet should both be warm)

Also make sure you are provide the correct size perches in a variety of styles. he should have wooden perches, a rope perch (which would feel good if he has sore feet), sand perch (which should be one size larger than your budgies' correct size) to help trim his nails and beaks. Stay away from plastic perches and perch cover as they can harm their feet.

Budgie favoring feet??
It is normal for a bird to perch on one foot. Since it sounds like he is switcing feet it doesn't sound like anything is wrong. Just check perch sizes and make sure he has different widths of perches to use which is better for the feet.
