Since both the colors you mention are mutations of the same species, any differences likely are due to just the individual quirks and personalities of each bird.

Both are mutations of Green Cheek conures and would share the traits of a Green Cheek. In general a quieter bird than a sun, a bit more nippy than a sun (usually - but exceptions always exist) but otherwise, from what I've read, are very similar to a sun in their behaviour and attention/interaction requirements.

I have a Cinnie Green Cheek and a Sun (and another Sun, and a Sunday). Speaking of the difference, Rayne can't quite reach the level of loud of Rico...and she can't touch the noise of my two new boys. They are all tempermental, though. They all require the same amount of attention and out of cage time. The little ones (Green cheeks) don't know they are smaller. They have a 'big bird' mentality just like the Suns. They are all clowns, drama queens, and have their own distinct personalities. They recognize their own..my GCC can 'tell' when she hears another GCC and responds differently. There has been some discussion on whether or not there are any differences among the Green Cheeks besides the color mutations. Not having owned any but my mutation, I really can only speak to my specific bird. However, in general I can safely say that although the Green Cheeks are quieter, and a bit nippier, there is no difference in the time or attention you need to put in.
NOT putting in that time and attention will get you one pissed off and messed up bird that you'll end up rehoming. Please don't do that. If you don't have the time... don't get the bird. That being said, I don't think one is harder to train or easier to train than the other. Make sure you read enough before you bring the bird home that you don't end up being trained by the bird! They have a way of getting their way... and many successfully train their owners without them even realizing it! Just last night my wife said "Why does Rico stop yelling for me when I come and stand in front of his cage?" My jaw nearly dropped. I said "Because that's what he WANTS you to do... congrats, you've been trained by the Sun Conure!!"
