Re-painting rust spots on a cage- what paint?

What kind of paint can I use to paint over chips and rust spots on a large parrot cage??

There are some small chips on my cage they aren't rusted, I bought it used, the chips are from a beak.

Also below the grates there is some rust, my bird can't get to it, but I would like to paint over the rust spots and chips.

Do I scrape off the rust first? That would cause a bigger chip is that okay?

I would appreciate a link to a type I can buy,
also my bird wont be here until mid-September so it will definitely be dry and cleaned by then!
