Sellers do this because it is against the rules of Cragslist to sell pets. People get around this rule by claiming to sell the cage, then "oh by the way, it comes with a bird". I recommend kijiji.com over craigslist. I love kijiji and I have bought several things from there, no birds yet though. People are allowed to sell birds on kijiji as well.

well, they don't need to say they are 'selling' the bird, they can say the adoption fee is XXX to get around that. I think there is something else that is causing people to say the bird is free with the purchase of the cage.

Its because people flag adds if the adoption fee is high.
They seem to think all animals should cost 10$ but that is outrageous,
I would never sell an animal for less than 100$ because I would be scared to find out who is looking for 10$ dogs/cats/birds for who knows what, dogfighting, abuse, torture, testing etc.

Also animal testing labs buy animals that are listed under a certain amount, something like 25$ or 35$
