Question GCC in Cold Weather and hearing

Hello, I have 2 questions, I hope someone can help:
I often take my GCC outside with me in the yard. He sits on my sholder or in a near by citrus tree. As the weather is getting colder outside, how can you tell if he is getting too cold. What actions/symptoms should I look for? I don't want him to get sick.

The neighbor is rebuilding his fence, again. There is loud banging. How sensitive is a GCC hearing? Should I keep him inside while the hammering/sawing is going on?

he will fluff up and or shiver when he is cold and you can also feel his feet and beak to see if they are cold.

If the hammering doesn't give him a startle response I'm sure he's fine.After all he'd have other conures screaming in his ear out in the wild.Please be careful that your baby doesn't fly off on you.It happens every day even with a bird that has a wing clip.
