Lost feather and Itchy leg

My Caique have lost all the feather on one leg, and bite/pull feathers until bleeding. We then brought him to the vet, and he mentioned about mites, prescriped Tectracyline for 2 weeks, and an anti-inflammatory cream. It went fine in that 2 weeks and i saw his feather gradually grown back, so i stopped all the medication after the course.
After a week or so, condition went bad again, and bleeding again.
So we gave him the rest of the tectracyline medicine for about a month, now stopped for a few weeks already. The condition seems stable, but not much feather yet, and he still seems to be very itchy, he always kick or shake his leg, gently biting it.......(no bleeding), i started puting the cream on for a week.
Does anyone knows what was happening to him, and what else i should do?
Please help! Thanks!

help offered!!

the vet is right in two things for antibiotic and antiinflammatory.. well, initially the itching is gone because of antiinflamatory.. and it re.occur because the vet didnt kill the mites.. the best way is to obtain skin scraping then examine at the microscope.. if positive result anti-mites drugs are available.. we must kill or stop the cause not just solve the signs...
