It is possible that they can consume the bedding. The best thing to do is to not use anything on the bottom of the cage except black and white newspaper. It is easier to clean and makes it a lot easier to monitor their droppings.

The black and white ink in most newspaper is soy based and is not toxic. If you are concerned then you can call your local paper and ask them. Colored ink is not soy based so it should not be used. My birds chew on black and white newspaper all the time and have no problems. I think tissue paper would be too thin and tear too easily which could cause problems if they got tangled in it. I don't know if it is bleached or treated with chemicals either.

There are cages now that have a separator on the floor, so that the birds aren't actually walking on the lining. (But being that we can't always just spontaneously buy a new cage) I had always used the gravel paper. I used to like it because they could bite on it and it helped keep the bird's beak trim. But I don't know how up to date that is and if now there are any warnings against it.

Like the others have said though, I've never seen newspaper hurt my birds in the past when I had used it.

Corn cob bedding will also grow bacteria within two hours of getting wet, (which it will). It will cause respiratory illness. Newspaper ink is safe, it also retards bacteria growth, and will allow you to keep an eye on droppings. My guys play with newspaper all the time.

corn cob bedding is not good to use. it can cause Aspergillosis in birds, harbor fungus and molds. They can also injest it, and can not pass it so it impacts their crops.
