Unhappy Finch Beak - Strange Growth

I'm am in Los Angeles, California, and one of my Cordon Bleu finches has a strange discoloration on the beak. It just started showing up in the past month. Does this look normal?

I'm absolutely clueless about finches, but could it be mites? My budgies had a case of mites and their beaks got sort of crusty white like this. Again, I have no experience whatsoever with finches, so hopefully my reply will bump this post up for someone with more knowledge to help out. Good luck...he's a cute little guy!

I have no idea what that could be, I would suggest catching him and gently scraping his beak with your fingernail to see if it comes off- the yellow looks like food stains, like dried corn or something. My sister's society finches love corn and they always get bits stuck to the tops of their beaks. How old is he? Sometimes when birds are pretty old their beaks can become flaky. That's about all the ideas I have I'm afraid
