Probably, it's their pet bird to do with as they will. Seems a little costly compared to using mice though, and budgies could harm the snake if the snake isn't used to something that fights back.
I'm not even touching the "is it morally okay" side of things since this is a bird board.

Unfortunately whatever is the persons property or pet they will do what they will. Sad case of reality, but it is true. I dont know if it would be considered animal cruelty or not but I dont think so (although I myself believe it to be grossss and terrible).

that's not really true: there are animal cruelty laws in existence for a reason.
as for the moral issue, i am not going to comment. after all, this is a bird loving forum.

Snakes as well as large monitors and other lizards will eat birds of any kind. When I worked at the zoo, we has several pythons over 12 ft in length. They at times were feed live chickens.
Morally, I don't know why someone would feed a budgie to a snake, except for the sick fun of it in thier eyes. Mice and rats are a much cheaper meal then a budgie. Also they are taking a chance in the bird biting their snake in defense which can be dangerous.

Yeah, I'm kind of thinking that may have been the point. Seems like no one is rising to the bait (yet).
It's been a little while, but we used to have folks who came on here asking stuff just to: The more rational and calm everyone stays in their replies, the less fun it is for people who enjoy getting a rise out of people.
