It is white vinegar, and you can use straight or a 50/50 dilution. Last time I used it on a cage, the cage stunk like a fresh ash tray and a few cigs, and it was a few shades yellower.... I first scrubbed the cage down with hot water (only) and soap (dish soap), then sprayed it down with straight white vinegar, let sit for 15 minutes, came back and rinsed well. Got rid of the smell, and put the cage looking back to an egg or cream white color!
