I don't know if they are toxic but I would be concerned about them getting tangled in them or getting a toenail caught since the ribbon is kind of thin.

Gift ribbon isn't a natural substance like cotton, I would avoid letting the birds have any. If they were to ingest some, crop impactation could happen or if it is a long strand, they could be cut up pretty badly.
