Sometimes when the bird is crouched down and spreading the wings slightly that is a hormonal response. One of my caiques does that when I leave - he gets on the floor in the corner and does that while bitting the bars. He has seperation anxiety and that is what he does sometimes when I am leaving the room or house. It is hard to decipher their body language sometimes. But once they are old enough to be sexually mature - that lower body/wing thing is a breedy behavior.

I am sure the wing flapping is just excersizing like everyone said.

I read in a Senegal book that you should actually encourage wing flapping in those birds... they can be, well, easy keepers.

The book said to hold them on your fingers and rock them until they flap. I haven't tried it yet, but I have one easy keeper in particular in mind.
