Yes, there can be an issue. Full Spectrum lights that are for birds (*NOT* reptiles) have a burn in period where-in they are strongest. If at the recommended distance, or closer, at this time, it can cause dry eyes, or more or less sun-burned eyes. After the burn in period, then it's fine to have the light at the recommended distance away from the cage and no closer.

Do you know what the specs are on the light?
It's recommened to usually keep the lights at least a foot away from the cage, although I know some people who have lights right above the cage without issues. It might depend on the brand of the light, or perhaps in what area the bird spends the most time within the cage.
