Someone answer Quick!

My pet cocketiel female named Eve was doing something that made me kind of anxious. It is 10:30 and i just covered her cage up. When i got her on my finger to say good night, she started making sniffing sounds. When I put her back in the cage, she didn't want to get of my finger. Usually she is eager to get off. Then when she got off, I put my hand next to her just to see if she would run away. She did. Is this happening because she is tired. Does this happen to all cocketiels when they are tired? Please answer quick, she is my first pet bird and I am really nervous.

Sniffing sounds? Sneeze with that? Could be just some debris in the sinus cavity she tried to snort out. Sneezing usually occurs with that as well.
She probably was tired and didn't want to be bothered anymore.
Just keep an eye on her and listen to her breathing. This doesn't sound like an emergency thing.

What does it mean when cocketiels head feathers are up?

Do you mean the crest? A raised crest can mean that the bird is interested in something or that it's startled. If you mean just a general puffing up of the head feathers, it means that the bird is relaxed and happy. If the feathers puff up when you scratch the head, it means the bird likes what you're doing!

Sniffing sounds? Perhaps it was a hiss. Tiels hiss when frightened and perhaps she was frightened. It would also explain the raised crest.

My tiels generally flatten their crests when they're hissing and angry/frightened. But when they're making a milder threat (beak open for biting but not hissing) they may puff up their body feathers to make themselves look bigger. I don't remember what they do with their crests at that time because I'm always too busy keeping an eye on the beak.
