Our birds must be a lot a like.
My male tiel- Blue bites as well, very hard.
My female tiel- Darcy is very gentle just as you say.
While there is no way to completely "teach" the tiels how to not bite, there are some techniques I use you could try. As much as it hurts, you have to not let your bird know it hurts you. When you feel the bite, do not pull away. By pulling away, you're just proving to him it hurts. If over time he see's you not pulling away, he will realize you are not getting hurt by him. (even if you are.) He is probably biting because he does not trust you completely, like Blue. Overtime, this will change. Just go over to his cage with your hands behind your back (seeing he is afraid of them) and talk with him lowly. Hopefully he learns to trust you and the biting habit will decrease or go away. I know it is hard! Just keep up the hard work with your male tiel- I know they can be stubborn at times!
Good luck!!!!
