I think you may have bought a pearly conure by accident if it looks like that bird. Honestly, black capped conures look nothing like that. They have absolutely no teal on them, and they do not have maroon tail feathers either. They are completely green except for the red wing marking, the black 'cap', and the scaly feathers around the neck. Their faces show up brown in certain lighting.
This is my black capped conure who is 6 months.

He's green green green!
It's not a painted either since there's no teal on the 'cap', or red on the face.
