Question Abnormal Feather

Just wondering if anyone can shed some light on my boy's little problem? My GCC has gone through a molt, and has tonnes of pin feathers. They all come through just fine. But since i've had him I've been waiting on one particular tail feather to come through - but to no avail!

It actually looks like a little WHITE feathery tuft (about 2cm). Instead of the normal hard shell on the shaft, it is actually quite soft and pinkish and seems very tender for him when i want to check it out. And it hasn't grown one bit.

Should I take him to the vet to have a look at? Should it be pulled? It really worries me.

He's perfectly happy and healthy otherwise. Any ideas or advice would be great.
