Tail feathers

I had my gcc out of cage today when all of a sudden he/she fluffed and spread out the tail feathers sort of like a peacock. Does anyone know what this means?

My bird used to do that when he felt threatened or territorial.

Wawa always does that in greating or just stretching.

Although not a conure, Sarge always does the 'fan tail' when I start scratching his head near his 'ears.' And of course, theres always the blushing Military cheeks!
